This expression is pretty much a Romanian version of the famous – wrf -, we could call it a softer version, as there is no bad word involved. Basically this expression is an euphemism appeared as a way to avoid the slang for the male organ 📚 that even starts and ends with the same letter and is also a 4 letter word.
How to use this expression? I pretty much think it covers quite well the English – wtf – and that it is generally speaking used to express some kind of frustration or feeling of inability. However, I would say that the meaning has been upgraded to something that is not all that negative.
e.g. Ce pana mea faci? Nu mai vii? Te aștept de jumătate de oră.
